The destination borough must specify:

Noise algebra or channel: explicit $E_a$, Kraus operators, Lindblad operators, or collective group action.
Protection statement: invariant subspace, decoherence-free subspace, noiseless subsystem, correctable code, or postselected filter.
Mathematical test: commutant condition, Knill–Laflamme condition, operator-QEC condition, fixed-point algebra, or dark-space condition.
Recovery map: encoding, syndrome extraction, recovery, decoding, or declared absence thereof.
Metrics: logical fidelity, entanglement fidelity, leakage, success probability, convergence rate, and residuals.
Provenance: code, environment, seed, tolerance, output, hash, and correction status.
